Yes, dust casts a shadow. What's the problem with that? A dust devil is not a thing unto itself, it is the visible part of an atmospheric system. Check a few pictures of earthly tornadoes and you will see the clouds associated with them. A dust devil has no water in its system, it sucks up dust instead, and the dust cloud casts a shadow.
