Thanks for posting this sad state of affairs. Our system of financing state, county, and local government operations on property taxes locks us into this debt/death spiral. This arrangement forces government at these levels to add more bigger expensive residences, more big box stores, more big office parks and high rises that raise the assessed value and thus generate more tax revenue for the elected officials to spend in ways that get them re-elected. The corrupting influence is built into the law! Growth is a necessity to pay the bills. No one seems able to face up to what might be a better way to run this railroad. It is obvious when the economy lags like now, the prices people are willing to pay especially on real estate drop and if the assessment rules require adjustments, then revenues drop creating budget crunches at a time when social programs need more funding. Nearly all state and local governments must by law run a balanced budget. It is only at the Federal level that debts can be increased by passage of resolutions in US Congress.

The signs are lining up for another round of deep recession and DEFLATION. The steep drop in oil prices is the first sign of this process. It will not be the last, but just the beginning.
