in 1992 that secret high altitude atmospheric spraying had begun to help with the ozone layer hole. The comments in this interview about Dr Edward Teller's recommendations fit with what I was told. The chemtrail program began during Bush 41 term (makes sense) and has multiple uses, but is primarily weather modification.
