Are you really saying that of ALL the people in the employ of the government, firefighters would be the best group to hide this kind of stuff within ?
If a plane like that is stationed at a firefighting base and it is NEVER used to actually fight fires ... nobody would notice ?
The men and women in this line of work, fighting fires that is, would be in my humble opinion the first to start ringing the bell if something nefarious was hidden amongst them.
As for the argument of not being able to deliver at those kinds of altitudes, I can imagine the plane making a manoeuvre similar to an approach for landing, dispersing it's cargo and then throttling up again and regaining altitude.
So no, your argument does not hold as far as I'm concerned.
